Awarded to ordinary and management staff, internal forces soldiers, civilian employees of the Interior Ministry of the Ukraine who have seniority of over 20 years and were able to organize activities of subordinate agencies or units, for outstanding personal contribution to achieving the highest results in the strengthening of the rule of law, for ensuring the nation’s constitutional order, for helping to build partnerships between the police and the public. May also be awarded to employees and soldiers of the Armed Forces of the Ukraine, other law enforcement agencies for their active participation in joint activities to protect public order, the rights and freedoms of citizens, state interests, prevention of criminal acts; to civil servants of other executive bodies, local governments, enterprises and institutions for effective support of law enforcement; to citizens of the Ukraine and foreign citizens for significant achievements in establishing a fruitful and effective cooperation between law enforcement bodies of the Ukraine and foreign law enforcement agencies in combating international crime, preventing illegal immigration and smuggling.
