Awarded to employees and management staff, internal forces soldiers, civilian employees of the MVS of the Ukraine for organizational achievements and high results in official activities, exemplary service and performance of military duties and initiative, personal courage and dedication, who served (worked) in the Ministry of Internal Affairs of the Ukraine at least 10 years. Can also be awarded to citizens of the Ukraine and foreign citizens for their active work to ensure public order and public security, for being directly involved in joint events with public order bodies, for the prevention of criminal acts, for providing effective assistance to Interior departments, including logistics, in strengthening the rule of law, rights and freedoms of citizens, state interests.
