The honorary title "Honoured Worker of the nuclear industry of the Russian Federation" is assigned to highly skilled workers, engineers and scientists of the nuclear industry with at least 20 years of professional experience for personal services:
-in the development and creation of unique models of equipment and the latest technology related to the development and use of nuclear energy and intended to ensure the national security of the Russian Federation and its international strategic interests;
-in the development of technologies for improving the efficiency of operation of nuclear power, nuclear energy and nuclear weapons complexes of the Russian Federation, as well as the nuclear icebreaker fleet of ships;
-in improving the safety of nuclear energy, nuclear and radiation safety, non-proliferation of nuclear materials and technologies;
-in the development of nuclear science and technology;
-in the training of qualified personnel for the nuclear industry.

ParticipantBy order of the minister of defense of the Russian Federation number 955 of 2014, a special variant is authorized for the 70th anniversary parade.
The obverse has an image of the Order of the Patriotic War at top center and the reverse inscription "For participation in the military parade to mark the 70th anniversary of Victory in the Great Patriotic War of 1941-1945" (Медаль «За участие в военном параде в ознаменование 70-летия Победы в Великой Отечественной войне 1941-1945 гг) below a much reduced in size ministerial bicephalic eagle.

Could be the coat of arms of the Austrian province of Styria (?). They do have some awards… Bare in mind this is a complete shot in the dark on my part, the item might not be official at all… But it could be a good starting point for further research.
