This is The Union Order. It was awarded to commemorate the creation of the United Arab Republic through Egyptian unity with Syria. The medal was awarded to all members of the armed forces who were serving on 1 February 1958; it was also awarded to selected civilians.

Sorry to break in here, but I think it is worth noting that Mike has now been struck by a second tragedy. After the death of his father, his beloved service dog, Taz, has passed away. There is no justice.

While most were awarded for anything like "combat service" (even ignoring the long service awards), I agree that "Medal for Combat Merit" (and I am making this last word singular to make some degree of literate sense in English) may be the best English name. Still, it has a perfectly good name, Медаль "За боевые заслуги".
