Questions about the German War Merit Cross.
I know the the 1st and 2nd classes were awarded with or without swords.

1.) Was it possible for the medal to be awarded in any class with no swords, then later upgraded to the sword version?

2.) Was it possible for a lower class be awarded with swords and the next higher class without swords and vice vera?

3.) was the highest classes, (neck ribbon) Knight Cross of the War Merit Cross in gold to be awarded without swords?

I think I can answer some if not all of your questions.

1,Yes, but if awarded the swords only the one with swords could be worn.

    2, Yes

3, The Knights Cross to the KvK in Gold came along pretty late in the war, sometime in 1944 I believe, they were made with and without swords but, only the Knights Cross without swords were awarded, and that may be on paper only, I’m not sure on that part.
