Possibly masonic or not a real medal at all?

Hello everyone,
Please, help me to identify this medal or maybe suggest anyone who would be able to do it

It is about 2 inches in diameter and is made of silver. It was purchased in Eastern Europe , specifically Ukraine.  The seller mentioned it may have something to do with masonic organizations , but that was  merely his own speculation.
