Can anyone help with the following question?

I know that AR600-45 ,Personnel…Award and Supply of Decorations Change 4, Dated Sept. 4.1942 allowed the award of rhe Purple Heart to to those serving in any capacity with the Army The wording was amended on Sept. 22, 1943 to allow commanders to make awards to accredited civilians (war Correspondents, Red Cross workers etc.)

Now my question is did these same provisions ofAR600-45 also apply to the awarding of the Silver Star to Civilians?

    Any help would be appreciated.
