After doing many google searches, the best I can offer is that this may be a Russian Order of St. Andrew breast star. The ones I found were more ornate (multi-piece construction, enamel). But, they had the same Cyrillic letters, the double headed eagle, and the sprig of leaves. It is possible that these Imperial awards were issued in different grades/classes. This could be a lower grade version.
I am definitely not knowledgeable on this subject.
