This looks like the standard bill that is introduced in every session, only to be opposed by the DoD because of cost (and that fact that the "Cold War Service Certificate" was approved/distributed) and buried in committee. The bill usually gets a fair number of co-sponsors, but it never seems to get to the floor.

They'll never pass because nobody wants to pay for all of the medals. Every veteran from the Korean War to 1988 would be eligible and the government would have to send them all medals? And make replacements available to the relatives of the recipients, not to mention revise everyone's paperwork. While it would be nice to honor the service with the medal, it's not necessary. It was a "cold" war, and if anyone was sent to a hotspot, they would have received an Expeditionary Medal.

The CWSM would be similar to a GWOTSM. A postal clerk with one day of service was entitled to the certificate. Long overdue.
