I would sincerely appreciate any opinions as to the authenticity of this "ATLANTIC FLEET" clasp for the U.S. WWI Victory Medal. Thank you.

A copy. I have never seen a real Navy clasp with uneven rope segments. I don't bother to count segments, which many folks do, because you can see the variations in the width of the segments.
