Fleet commanders awarding commemorative medals

So far I've identified at least two commemorative medals that were established on the authority of a naval fleet commander, not the minister of defence. I know there are more such awards out there but these two I have purchased and have the award documents clearly mentioning them as the establishing and bestowing authority. These medals called "commemorative or memorial badges" are worn on the military uniform after state and ministerial awards.

Below is the Commemorative Medal "275 Years of the Pacific Fleet"

This is the award document clearly showing the award authority as the fleet commander.

And again, an official Navy award certificate clearly mentioning the fleet commander as the bestowing authority.

If you know of ANY other such award, be it Navy, Marines, Army or Air Force, I would greatly appreciate the info and apllicable award document pictures.

Here's one from the commander of air base 2011 (air base and Pacific Fleet's naval air defence base), denoting the 70th anniversary of the base 1938-2008.

Another from the Pacific Fleet commander, a breast badge for "Veteran of the Pacific Fleet".

And award document, not quite as ornate as previous ones, but nonetheless also quite clearly identifying the fleet commander as the bestowing authority.

Not quite sure how to classify these... not quite as 'official' as Ministry awards but not completely unofficial... she broods, looking at her massive list and wondering where to put them. Any suggestions?

Megs... I figure you have enough on your plate. You might want to consider giving these a wide berth. There are more and more of them! The darn thing is they're allowed for wear on the uniform. Remember, they're NOT called medals but "commemorative badges".

I have been awarded this medal (70 years Northern Fleet) in St Petersburg in 2005 if I'm not mistaken. ;)
