For those of you wondering, this is a command badge/insignia. They are worn on the left breast pocket in the same manner as in the US to denote which higher department/command of the military you are a member of. These have become highly collectable Worldwide, their high quality and intricate designs are often quite surprising and there are well over 50 different ones (prob closer to 100). The scepter in the design denotes an HQ, a rising Sun denotes a school or academy, etc.
