Help Identifying This Medal

Attached is a photo of a medal. It is a double-headed eagle on a maltese cross on gold tone chain.
I know nothing of its origin. I don't think its very old. Thanks in advance for your help!

The eagle device is imperial Russian, but the quality of the cross certainly is not. It's a modern pastiche of unrelated parts for the costume jewelry market.

I've never seen such a badge, but the modern version - too shabby eagle ...
