There was a Sgt. John Henry Helms, USMC who was awarded the Medal of Honor in 1901 for saving a shipmate from drowning. He served on the USS Chicago and the ship was anchored at Montevideo, Uruguay at the time of the incident (January 10, 1901).
The award was somewhat controversial at the time (according to Wikepedia - if you believe everything there). He is also listed at the USMC website with no known photo.
Born on March 16, 1874 and died on February 17, 1919. He enlisted in 1897 and served until his death. The medals seem possible. Although the Russian one seems least likely. I have yet to find his final rank.
